Subject: Employees, Owners, And Locations

Question: Im having a hard time developing a database that will handle employees, owners and locations,

for example. Lets say one owner register on a site and creats a location You have three tables
(employees, location_link, Locations)

lets say that each employee has a role i.e what they can do, add a location or not, ect add ?

edit products so forth and lets say i want all of the owners to see all locations, and lets say
that employees can be at multiple locations,

all owners and employees with user log ins. Im very confused on how to go about this.
