Will it be able to compare two different files and recognize duplicates and run simply
for someone who has 0 knowledge?

and in addition to my other statement, the licence place would be entered in the
incident report info, along side incident type, time and location.

is there a way to compare (upon completion of the document ) first licence place,
then physical identification of suspect, then finally location and time, and  if
results are all negative do nothing?
