Subject: How to design a database for Utility Softwrae Billing system (Gas, Electricity, Water)

Question: I want a system to build which can give service(Water, Gas, Electricity). Customer and go pay their monthly bill online and
reject the payment which is wrong. Customer and go change the tariff online also.
